R20 - Single lane

Service affecting template to use the R20 single lane release. This is the only step for your upgrade to the new R20 template.

Process:

• To use the new R20 release of our cloud template we upgrade in one step which is non-service affecting

• Move to Python 3.9 version for cloudslot orchestration
• Better control the unattended updates of instance packages
• Use new point release of Ubuntu with latest security patches
